REGULAR SCHEDULED MEETING
SEPTEMBER 9, 2019
MARINGOUIN TOWN HALL
The Mayor and Board of Aldermen met in Public Hearing with the following members present: Mayor Maurice Harris, Alderman Sam Watson, Alderwoman Cherise Gougisha, Alderman Clarence Wiley, Alderman Jerome Martin and Mayor Pro-Tempore Veronica Hill. Also present were, Police Chief Hosea Anderson, Jacob Waguespack of Faulk & Winkler, David Colson of PEC and Town Attorney Gerard Morgan.
The meeting was called to order by Mayor Harris followed by a roll call.
Prayer and Pledge was led by Mayor Harris.
A motion was made to amend the Agenda to add Ordinance for raise of the Police Chief and Town Clerk
By Alderman Watson, seconded by Alderman Martin and unanimously approved by the Board.
Audience member questioned the out of control grass at the location next to her home.
Another complaint was made concerning grass not cut at the Community Center before their family reunion.
The Public Hearing for the 2020 Budget was opened to the audience for their comments by a motion from Alderman Watson and seconded by Alderwoman Gougisha. Motion was unanimously approved by the Board.
CPA Jacob Waguespack outlined the three changes to Capital Outlay: $5,000 was added for PD cameras,
$5,000 was added for technology upgrades, and the appreciation allowance for the gas was reduced.
The amount of lighting for the walking trail and lights for the street were questioned.
Alderwoman Gougisha requested $25,000.00 be added for beautification.
A motion to close the Public Hearing was made by Alderwoman Gougisha, seconded by Alderman Watson and unanimously approved by the Board.
ANNOUNCEMENTS: Randy Sexton spoke before the Board outlining his candidacy for re-election as Assessor. He advised everyone that Iberville is in good shape this year thanks to the growing industry. He stated that the elected officials of Iberville have a good working relationship. He asked everyone for their support.
APPROVAL OF MINUTES: A motion was made by Alderman Watson, seconded by Alderwoman Hill and unanimously approved by the Board to approve the minutes from last meeting of August 12th.
A motion was made by Alderwoman Gougisha to go into Executive Session with the Fire Chief, motion was seconded by Alderman Martin and unanimously approved by the Board.
A motion to return from Executive Session was made by Alderman Watson, seconded by Alderman Martin and unanimously approved by the Board.
A motion to adopt the 2019-2020 Budget with the increase of Fire Chief’s salary was made by Alderman Watson, seconded by Alderwoman Gougisha and unanimously approved by the Board.
A motion was made by Alderman Watson to adopt the Resolution authorizing the Town of Maringouin and Iberville Parish Council to prepare and submit a pre-application to the Statewide Flood Control Program for assistance in the implementation of a project for the purpose of reducing existing flood damages. Motion was seconded by Alderman Martin and unanimously approved by the Board.
Attorney Demi Vorise was present as Mr. Vosper’s legal representation. She advised the Board that they believed the building was not condemned. Attorney Vorise requested written packet of building’s condition. It was discussed and decided that they will proceed with condemning building.
Alderwoman Goughisa made several corrections to the proposed personnel handbook. A motion was made by Alderman Watson to adopt the revised handbook. Motion was seconded by Alderman Martin and approved by all but Alderwoman Goughisa.
A motion was made by Alderman to adopt the Sexual Harassment Ordinance. Motion was seconded by Alderwoman Hill and unanimously approved by the Board.
Mr. Waguespack presented the Financial Statements to the Board for July. He explained all departments are in budget. Sales taxes have continued to increase.
David Colson of PEC updated the Board on the pending projects for the Town. He advised everyone that the automatic meter project has been completed. He also advised that we did not get our letter of approval on the Block Grant. He informed everyone that we can now apply for the LGAP and CWEF grants.
Mayor Harris presented the Board with the old listing of properties for Ordinance Violations, he asked everyone to complete a new listing for the next meeting.
FIRE: Fire Chief Stanley Washington reported 17 calls for the month. He advised everyone that the fire hydrants are now being serviced. It was discussed and decided that the Fire Ordinance be revised and adopted at next meeting.
MAINTENANCE: Public Director Lee Butler informed the Board his department is short-handed and need two more workers. It was decided that we will advertise to fill these positions
POLICE: Chief Anderson had to leave before his report.
FINANCE: Alderwoman Hill had nothing new to present to the Board.
PERSONNEL: Alderman Watson informed the Board that we will hire 2 for the Maintenance Department.
UTILITIES: Alderwoman Gougisha reported the problems with the meters. She advised everyone that collections are being made on the high bills.
STREETS, ROADS & DRAINAGE: Alderman Martin advised the Board that the culvert machine works great. He informed everyone that Entergy should have lights up by the end of the week.
BUILDING & GROUNDS: It was suggested an updated list be prepared for letters to be sent out.
Plans are being made for the Fall Festival, November 1,2 and 3. Also plans are being made for a Gospel Fest, October 19th and 20th.
ADJOURNMENT: There being no further business a motion was made by Alderwoman Goughisa to adjourn. Motion was seconded by Alderman Watson and unanimously approved by the Board.
